Are you sure that not the entrance to whatever place you're at, and there was an exit elsewhere? I've seen a set up similar to that at a local Walgreen's, confusing yes, but that's the way whatever crazy landscaping architect designed it..

actually it is the left turn lane only, the right turn lane only is what is missing from this pic...it is off to the right, and missing from this pic...thats why they have the no left turn.....

Good idea, the turning lane is not for turning left, its the entrance for the oncoming traffic, that is why they have a sign for no left turn, it can be confusing. Goodluck and hope you get more entries.
